VERTEL TO BUILD NEW FTAM-BASED BILLING SOLUTION FOR LIBANCELL’S GSM NETWORK

Vertel Combines Industry Leading TMNAccess Products and Professional Services to Build State-of-the-Art Billing Solutions for Lebanese Wireless Operator

Woodland Hills, Calif., November 16, 1999 – Vertel® (NASDAQ: VRTL), a leading provider of management solutions for telecommunications networks, today announced a contract award from LibanCell, a leading Middle East wireless service provider, to build a state-of-the-art billing data collection and processing application.  Vertel’s custom billing solution will support LibanCell’s expanding GSM wireless network.  The contract represents Vertel’s entry into the burgeoning Middle East wireless market.  Work on the project is expected to be complete in December 1999.

The LibanCell project is the one of several contracts Vertel has won this year in which the company has combined its standards-based technology and professional consulting services to develop innovative solutions geared towards emerging telecommunications markets. “LibanCell selected Vertel based on three factors: our high performance, standards-based technology, our deep experience in telecom systems and our solid reputation,” said Bruce Brown, president and CEO of Vertel.  “The recent successes we’ve enjoyed in the international wireless arena are indicative of Vertel’s ability to provide new solutions for new markets.”  Vertel’s recent projects include network management, mediation and customized solutions for both wireless and wireline equipment manufacturers and service providers worldwide.

The Vertel billing data collection and processing solution will be developed by the company’s Professional Services Unit (PSU) using Vertel’s TMN Access branded File Transfer, Access and Management (FTAM) platform.  Vertel will develop and install an FTAM/FTP (File Transfer Protocol) Gateway running under Microsoft’s Windows NT operating system.  The FTAM/FTP gateway will allow LibanCell to automatically collect and transfer call detail record (CDR) information from their message switching centers into their billing system for processing without operator interaction.  Based on industry accepted standards, Vertel’s TMN Access FTAM product supports seamless, uninterrupted file transfers between systems on an open computer network.  Vertel’s PSU will optimize the core technology to meet the specific file transfer and management requirements of LibanCell's CDR and bill processing systems.

The FTAM Gateway project is the first of a number of projects Vertel expects to undertake for LibanCell as the two companies forge an ongoing business relationship. The project holds significant benefits for both parties, as well as for the telecom community in general.  LibanCell will receive the benefit of Vertel’s expertise in standards, protocols, application development and evolutionary management platform design as the company expands its wireless offerings. Existing and future Vertel customers will benefit from yet another new application available in Vertel’s substantial portfolio of technology solutions for telecom network management.
